Jeff Estabrooks grew up in Regina and attended the University of Regina before graduating from the University of Saskatchewan's College of Law. He was in private practice in Regina for a few years and then began working for Saskatchewan Government Insurance. During his time at SGI, Jeff became an expert in the insurance industry, attaining a Fellow Chartered Insurance Professional designation.
